Over the years, the non-implementation of education policy by the government has led to tussles between the Nigerian government and the university leadership, that is, the academic staff union of universities (ASUU) fighting for the revitalization of our university infrastructural facilities so as to meet up with their counterparts in the developed world, resulting in several incessant strikes. These strikes had caused students in tertiary institutions, of which university students are among them, to spend many years at home doing nothing. The paper showed that to make the universities escape from the government lackadaisical attitude towards revitalizing higher institutions, there are many techniques to implement policies that will help Nigerian universities improve through their leadership mechanisms. The mechanisms are high-level manpower development, skills, and training programmes given to all Nigerian university students. In light of this, the paper focused on the introduction, educational policy implementation, and the place of university education curriculum, an overview of policy implementation, issues arising, and national integration in the heart of Nigerian education policy through university education. In addition, work looked at educational policy implementation in the context of university leadership, the challenges facing university implementation leadership, and solutions to curb those challenges.
